The leader of Third Foreign Office, Director Kaois was having a very hard time and now he was just basically just do his own thing and not meddle in other people's business. The reason for that change was because the repeated failure of Third Foreign Affair in their mission to secure to Paradise Empire domination in Third Civilization and beyond. Their first failure was in the Rhodius Continent where the Lorian force was uprooted after their failure in their war with Qua-Toyne and Quila. Because of this failure, the plan developed by Third Foreign Affair for the Rhodius Continent to fall into Parpaldia sphere of influence and use the resource of huge reserve of magic gem in Rhodius Continent to wage war and topple the hegemony of Holy Mishrial Empire and Mechanical Nation of Mu from their throne and replace them with Pax Parladiaca, Parpaldia Peace.

But now, that plan will just only be a plan in the paper and will only be remembered by their own history as a political fiaco with the unimaginable scale of destruction because the huge lost of money and manpower invested in this adventure and this investment have not reap a fruit but the tree was already been death. The second and third failure and the most fantastic failure and the entire existence of Third Foreign Office was the failure of their invasion to Altaras Kingdom and their huge figure of money that was lost in this invasion, not to mention the lost of seasoned soldiers and commanders that cannot be measured by just a number of casualties in paper. This invasion, that was already been planned a long time as long the planning of Lorian has been brewed by Third Foreign Affair now has been treated as a dumb dream and been cast trew into trash can of history.

This failure of Third Foreign Affair not only cost the empire their money and the majority of veteran soldiers and commanders lost their life in the campaign, but it's also made the empire reputation and pristage rock bottom. The truth is, the empire reputation was already been rotten egg with no value or anything precious. The only thing that made the other nation not to ganged attack them until their was no bone was left from the Parpaldia side was because they have more military power that can overwhelm the other nation in the Third Civilization. The first reason for this was the mass produce and mass using of what was called magic musked that in appearance was same as flintlock and cannon that was as same as Napoleon 12 Pounded Cannon and this two things was not used by other nation except maybe cannon but their are more bulky and very hard to mobilize with troops so their are mostly used in ship or fort. The second reason was the Parpaldia heavy use of Land Dragon in their land battle to overwhelm their opponent and their small use of Wvyern Overlord to overwhelm their opponent in air battle and score a massive victory for Parpaldia in the process. But in the invasion of Altars Kingdom, the oversight army naval force has lost all of ship and dragon carriers allocated for this invasion. Their also lost every soldier and Land Dragons that was allocated for this invasion, they can't get some sort of benefits and what they get was just their reputation was plummeted.

And also their punitive expedition to Fend Kingdom was total collapse and fiasco in the whole process. What they thought of would be an easy thing as walk in the park has became a battle for their own survival from their own doom in the process. Their own navy was destroyed by the powerful cannon tha outrange and outgunned their own cannon and was destroyed by the opposite in the process along with the ship and crew that brought then, but just pure firepower and an range their was already outclassed the best cannon Parpaldia can offer in the field. Although their fleet can destroy the Fennel ship with ease according to the plan, but their whole navy was destroyed but giant iron ship and this ship cannot also can destroy the air units like Wveryn knight and Every Overlord. Although this report was already a month or two old, but Kaios cannot still move on from this failure. His only hope was that his own man can succeed in their information gathering about the real cause of their defeat and not just some bogus and wild goose chase in the process of this precious information gathering. And lady luck seems come back to his side, his most truted, intelligent, and loyal subordinates give him the comprehensive report about their all finding about their search of the suspected nation of Mu backing after just a week of their order and their report was not what he likes. And now, with the command of Third Foreign Office fall into the hand of Remille because of what Emperor Lucius own word 'your own incompetent fool destroy Third Foreign Affair', and the word of of Renelle also hurt his own pride 'I will take over this place for you buffoon and will show you how to executed the emperor will's.' Because of this situation, although he was still in charge of Third Foreign Affair, but Renelle has a final say in the decision making of the office and Renelle was determined to deal with this Mu proxy Japan with his own set of condition in place. What he hear was Renelle will demand the handover of Japanese Island with the name of Taiwan and Parpaldia will have some final says in Japan system of government.
