A one of kind breed of nomu. Genetic materiel exposed to otherworldly energy is what birthed this unique specimen. The crystalline organ in it's chest is actually its brain, it most vital component. It is noted that even if his body was completely vaporized, as long as the crystal remains in tact, Deoxys' body can be restored. Note: The crystal itself is highly resilient to all forms of damage.
A multitude of different quirks was spliced together, creating a new, multipurpose power with various effects.
The Basics:
Telekinesis.
Hyper Regeneration.

Levitation.
After battling with (Y/N) Zeraora, Deoxys had learned new ways of applying its psychic powers.
Self-Body Manipulation and Alteration.
Deoxys can augment his body to enhance one of three physical attributes.

Attack Forme greatly strengthens all physical, telekinetic and energy based attacks. However physical defenses are greatly reduced in exchange.
Defense Forme

Defense Forme grants Deoxys incredibly resilience to any physical attacks or emitter attacks, such as: fire, lightning, acid, explosion, etc. It also allows him to create force fields of varying sizes and effects. However, attack power and speed are reduced.
Speed Forme

Speed Forme drastically raises Deoxys speed to inhuman level. It's movements are so blinding, it also resembles teleportation. But in exchange, attack power is low but still viable for combat. Defensive power, while not horrendous, it is not spectacular either.
Other noteworthy traits: High intelligence, Adaptive learning, Immunity to gaseous substances.
As it gains experience Deoxys' utility improves with each new assessment it makes.
