S.H.I.E.L.D. Base - Location of the Tesseract for experimentation

There is a blue smokey haze across the cold, concrete room. Debris coats the ground of the secret S.H.I.E.L.D. base as Fury pushes himself up from the ground onto his feet.
"Hill," Fury huffs into his earpiece, "Agent Barton and Dr. Selvig have been compromised! The Tesseract has been stolen."
"Sir, the energy levels are unsafe. You have to get out of there," Hill calls back as she gets into her vehicle to chase down the truck in front of her.
She can see the top of the dark-haired thief's head as the truck speeds up. She shakes her head as she floors it, trying to catch up. Hill gets close to the runaways, even reversing and pressing the front of her vehicle into theirs, firing bullets through the windshield. However, this is unsuccessful, and she gets turned back around, desperately following the truck. The base behind her starts to crumble from the leftover unstable energy of the Tesseract.
The base explodes, leaving behind absolutely nothing but shards of concrete. Fortunately, she along with the other agents make it out alive, but they lose the hijacked S.H.I.E.L.D. vehicle with the comprised Agent Barton, Dr. Selvig, and the mysterious man that is controlling them.
After driving a long distance and finding a secluded warehouse, Agent Barton, Dr. Selvig, and the dark, brooding man set up a makeshift base to get their plan going.
"Loki, sir," Agent Barton calls to the mysterious man, "S.H.I.E.L.D. will not stop until they find you and put a stop to your plan. I believe Director Fury is going to bring the Avengers Initiative into effect."
Loki strolls over to him, the cloak on his armor almost floating behind him, as he stares deeply into Agent Barton's now bright blue, glowing eyes. He tilts his head slightly, raising his eyebrows for Clint to continue.
"Sir, the Avengers Initiative includes bringing powerful and in some cases, abnormal humans together as a team for protection," Clint starts, "The team's potentially current members could consist of Iron Man, otherwise known as Tony Stark, who is a very intelligent, billionaire that created a super suit of military-grade, possibly can do even more than the military could. He currently lives and works at a building in New York City called Stark Tower. Another potential member is Steve Rogers, or Captain America. This man fought in World War II after being injected with a super-soldier serum that has made him abnormally strong. He can endure much more than the normal human can. Fury also has been trying to enlist Dr. Bruce Banner, also known as the Hulk. Dr. Banner is a phenomenal scientist but after a mishap with an experiment, Dr. Banner can now turn into a giant, green beast-like creature, the Hulk. The Hulk is incredibly strong and virtually indestructible. Fury also has Agent Natasha Romanoff at his disposal. She is one of the deadliest and most powerful women in the world. She is known as a Black Widow assassin, and I have worked with her personally, so I have seen how ruthless and intimately she fights."
Loki nods as he circles Agent Barton, "Excellent."
Clint's stance is completely straight, almost like a soldier in the military. He stares straight ahead, not meeting eye contact with his superior. Loki finishes circling Barton, stopping right before he gets completely in front of him. He stands in Barton's peripheral vision, so Barton can just barely see him without shifting his gaze. Loki leans forward, bending slightly to be almost eye level with the agent.
