Soulmates work by marks appearing you have a mark that represents your soulmate and vice versa, if people share the soulmark it means that they share the same soulmate. A shared soulmate is a very extremely rare ocurance.
Oc or reader is a female and she is the soulmate to Tony Stark, Steve Rogers, Thor, Loki Bruce Banner, Natasha romanoff, Clint Barton (he was married and had kids but he got divorced (or you can choose different characters to be her soulmates) ( Oc or reader is a Mutant with the same more powerful version of wolverine.
That was born before Steve and Bucky. Bucky and steve when their soulmarks appears they thought they were soulmates but they weren't attracted to each other thinking about each other as brothers not lovers.
That is when they find if they share the same soulmark it means they share a soulmate. Bucky falls before he can meet oc/reader and steve goes into the ice before he meets her as well.
The avengers don't know they share the same soulmate as they never allowed their marks to show, Steve though that his an Bucky's soulmate had died not knowing that she was alive and was the soulmate to Tony, Bruce, Thor, Loki, Natasha, clint. It is after the invasion where Loki spots the same soulmark he and Thor have (no Thor x Loki) .
Loki losses it blurting out that is bad enough he has to share a soulmate with the oath Thor but now he has to share with them as well.
And that's when they find out they share a soulmate but they are not each others soulmate.
They agree Loki had to say on earth, and Loki didn't want to leave anyway knowing that if the others had the same soulmate as him that she would have to be an earthling, as he and Thor had looked all over Asgard and more searching for her for thousands of years.
Loki thinks when he meets his Queen he could just take her and then take over the earth and more with her as his Queen the only person he would bow for.
Tony builds a cell out of asgardian metal. And Thor brings unbreakable and power damping chains so Loki can't escape or use his powers.
