Ropo's step parents already knew he had powers. (I had remembered he already had powers before he fell in, not this though.)
I had thought the nuclear waste thing had reactivated his powers or something but no, it only gave him amnesia. He would have died if it wasn't for his powers.
So, I'm assuming the reason why his powers were all wack in the beginning was because it was trying to protect him.
