Both are originally from another race (Goku Black is Zamasu who is a Supreme Kai and Shem-Ha Mephorash is a Custodian) before using the bodies of the heroes which they used for evil (Zamasu wished to swap bodies with Goku and Shem-Ha was reborn into the body of Miku Kohinata)
Both also are in possessions of accessories which give them power (Black possessed the Potara earring and Time Ring, while Shem-Ha possessed the Vambrace of Shem-Ha and Faust Robe)
Both use a form which further enhances their powers (Super Saiyan Rose and Deus Ex Machina respectively)
