Both are main antagonists of bloody deconstructions of the superhero genres of their respective countries (Comic books and Tokusatsu respectively) who are particularly corrupt parodies of the mascot characters of iconic superhero franchises of their respective countries (Superman of DC and the Red Rangers of Super Sentai) and lead the big superhero teams of their worlds who are corrupt parodies of the teams of those mascot characters (The Seven who are a corrupt parody of the Justice League and the Dragon Keepers who are a corrupt parody of Sentai Teams).
In their worlds, superheroes are loved as famous celebrities akin to Hollywood stars and like most Hollywood stars, there's more to them beneath their famous personas as they've shown to be nothing more than narcissistic psychopathic control freaks who will do anything to maintain their fame and keep everyone under their heels whether it's their enemies, the public or even their own allies and easily burst into rage when things don't go their way.
Both are violent, temperamental, narcissistic, manipulative, and intimidating egomaniacs who are obsessed with stroking and maintaining their public images and have secretly committed diabolical acts out of the public's view.
Despite being control freaks who like being at the top, they're ironically nothing without the organizations who created them and market them (Vought who created Homelander and market his image all over the world & the Rangers who constantly assassinate and clone Red Keeper to keep a consistent face for them).
One of their most notable schemes to maintain their fame was to forcibly create supervillain activity (Homelander distributed Compound V to terrorists to create supervillains for the Seven to stop and Red Keeper enslaved the Villainous Army so that they can be used to create scripted fights that would bolster the fame of the Dragon Keepers). They notably look down on certain races that they treat as nothing more than pawns for their schemes (Humans and the Villainous Army respectively).
However, this trait of underestimating them would be their biggest flaw as their cruel acts eventually led to the rise of the anti-heroic main protagonists who seek to bring them and their organizations down from the inside as revenge for screwing them over (The Boys and Footsoldier D respectively).
