Origins
Seiji is a supporting character from Happiness Charge Precure, which first aired on TV Asahi on February 2, 2014. He's voiced by Ryõsuke Kanemoto. If Happiness Charge got a dub, Bryce Papenbrook would be his ideal VA to me.
Background and Personality
Seiji is Megumi & Yuko's childhood friend, and a black belt in karate. He's very kind and noble with a strong sense of justice.
Inclusion and Role in the Show
Along with Juniper Lee and his friends, Seiji made his debut in Episode 90, the penultimate episode of Season 2. After the events of Happiness Charge, Megumi FINALLY realized Seiji's crush on her, and happily accepted him as her boyfriend. Seiji's still a minor character tho...

Megumi Aino & Yuko Omori: Self-explanatory.
Makoto Kino: A friendly karate rival and sparring partner.
