History/Quick backstory: Phoebe has been an orphan since she was born. Her parents were killed when she was a baby. She was adopted by a HYDRA worker. Thanks to HYDRA's experiments she gained the ability to manipulate/control electricity. This can make her dangerous even with years of practice. She's spent plenty of time in jail, SHIELD deeming her too dangerous to be free (admittedly she was forced into working for HYDRA hence the jail time). Because of this she isn't too fond of anyone connected to HYDRA or SHIELD. But she makes a good friend to have if you ever need help. Currently she lives in Madrid, the Powerbroker paying her bail. And since Madrid is a sort of 'neutral' ground, she opted to stay there for her own safety. She occasionally works with the Powerbroker, just to earn a little extra cash. She definitely isn't affiliated with the Flag Smashers, that group is too extreme for her.
