Yes these weird beings feel love. Whether it be familial, platonic, and romantic love.
Is it allowed to love other Representations? Yes, though it's a bit (very) hard to maintain because relations could literally sever in the matter of days, and you can't do anything about that.
If one is heavily inclined towards their governments, it would be a much more easier process to hate their past-loves, and this is indeed the case for practically every nation in the Medieval, Renaissance, Victorian, and World Wars Era. Loving a human is fine, no one's against it, because they are all originally humans, just with elongated lives (and animal shit sometimes).
Come to think of it, I don't think I've explicitly mentioned mutual love (not one-sided) between Reprents/Personifs, huh? That certainly exists, though due to government interference with one's mind, it's obviously a rocky path to go through. And it doesn't really stay long.
And not all married Reprents/Personifs couples are due to love, as a reminder.
Come to think of it, I genuinely don't think that I'm including mutual (romantic) love ships in CH currently, as the last time I did that, I was in my cringey shipper period about a year ago-
