A Personification's mindset and thinking pattern is influenced by three, the Government, the People, and themselves. If the Personification is a monarchy or a dictatorship, then they would, in the majority, lean towards the Government. If they're anything than that, it'll be a balance between the three.
There are exceptions in where a Personification is not affected by the Government and the People, even if it was only in a certain amount of time. It is unknown as to what the reason to this is. There is something that can't be influenced, such as one's mindset enforced to them as a child from their parent, much more so if their parent's government was either a monarchy or a dictatorship.
