Two or more people can represent one entity. It isn't used much because it normally means the country is unstable (such as the HRE and his Co-Representations) or because it's just a hassle to divide control into two or more people. In rare aspects, Co-Representations would be done by two people who are in a Personal Union. Quite rarely, though, as normally those in Personal Union would just be represented by one person.
