Battle for the Cowl follows the story of Dick Grayson learning that he has to become Batman in Bruce Wayne's absence.
Act 1
Dick Grayson is taking care of Gotham but crime is running rampant and almost uncontrollable in the absence of a Batman. Jason Todd takes it upon himself to become Batman and deals out his brutal justice on the criminals of Gotham.
Act 2
Dick still refuses to become Batman, but tries to fight Jason as Nightwing and loses. Nightwing looks into the new rising crime boss Black Mask while Tim Drake dons the Batman suit and goes to hunt down Jason. Tim keeps missing him at the scenes of the crimes whereas Nightwing is beating Jason to where he'd massacre criminals. Eventually, Tim catches up with Jason and Jason beats him up really bad. Nightwing takes Tim back to get medical attention and gets a pep talk from Alfred which finally convinces him to become Batman.
Act 3
Batman beats Jason to his last kill, Black Mask himself and the two have a long fight. Batman makes sure to keep Black Mask tied up, though. The fight between Batman and Jason ends on top of a train, where Jason falls and is presumed dead by Batman. Batman returns to the Batcave and has to be convinced by Alfred to stay as the hero, noting that Gotham needs a symbol of hope.
