Said clown pirate struggles to call his hand back. But with Luffy's firm grip on it, it wasn't going anywhere, until the rubber boy wanted it to.
Luffy eventually lets go of the dismembered hand and allows it to return to its original body.
"Damn you, Straw Hat!" The clown captain growls.
Those opposing the Buggy Pirates merely watch in amusement, obviously enjoying his little tantrum.
"How dare you! You can't just waltz up to me and treat me like this! I'M CAPTAIN BUGGY AND I WON'T STAND FOR IT!"
Ignoring the pirate captain's angry shouts, Nami takes a moment to remind everyone around of her intentions. "Listen to me, all I want is the chart and treasure, then I'm out of here, got it?
"Yeah, I got it." Zoro answers, boredly.
Mayor Boodle recovers from Buggy's chokehold, finally regaining his normal breathing. "Get outta here. Why'd ya follow me?" He pants heavily. "You're outsiders, leave this to me."
The elder can barely rise to his feet, let alone face off against a Devil Fruit user armed with only a spear.
Ula shares a look with Luffy, who nods in silent understanding, knowing the actions needing to be taken.
"This is my fight, that I need to be the one to protect my town!" Mayor Boodle takes up his spear. "Buggy is my fight!"
Faster than one can blink, she brings her hand to chop down on the mayor's neck, hitting a specific point that effectively knocks him out right quick.

She catches him before he crumbles to the ground, easing him over her shoulder.
"What the hell do you think you're doing?!" Nami exclaims angrily. "Why'd you knock out the mayor?!"
"Don't worry, he's alright. Just unconscious." Ula explains. "You know as well as I do that he really would have continued to go through with fighting Buggy at the cost of his own life." She's quick to vanish into a townhome close enough to keep an eye out in case Buggy or his crew tries to go after, but far enough away to be out of any immediate danger before returning to her friends. "Besides...It's like I said before. He's got a whole town full of citizens to look after. They'd be lost and heartbroken without his guidance and part of their lives. So, I'm doing both him and the town a favor, even if it means having to get rough a bit."
"She's right. If the old man continued to fight he would have died. It's for the best." Zoro supports Ula's reasoning.
"Well, you didn't have to hit him! I'm sure we could have thought of a more humane way to deal with the situation!" Nami barks.
