While the world reeled from the aftermath of the mall incident, Teru Mikami, Light's devoted follower, was formulating a plan. He was aware of the growing anti-Kira sentiment, the fear and uncertainty seeping into the populace. And he was determined to counteract it.

Teru was a lawyer by profession, a staunch upholder of justice, and a fervent believer in Kira. To him, Kira was not just a god, but a necessary force of balance in the world. He saw the incident with Hitomi not as a consequence of Kira's reign, but as a testament to the need for Kira's justice.

His plan was twofold. First, he intended to use his influence in the legal system to advocate for stricter laws against the kind of fanaticism displayed by Hitomi. He argued that these were the actions of a deranged individual, not a reflection of Kira's principles.

Secondly, he planned to publicly venerate Kira's work, highlighting the decrease in crime rates and the peace Kira's reign had brought. He started writing opinion pieces, giving interviews, and using social media to propagate his beliefs.

Teru knew his actions could attract attention from anti-Kira forces, possibly even L himself. But he was prepared to face any challenges that came his way. His faith in Kira was unshakable, and he was ready to defend his god, no matter the cost.

Teru arranged a secret meeting with The Shadow in a dimly-lit, nondescript bar. He slid a photograph across the table – a picture of L, or rather, the few known pictures of the elusive detective.

"I need you to find this man," Teru said, his voice barely above a whisper. "He's dangerous and needs to be stopped."

The Shadow looked at the photos, then up at Teru. His eyes were cold, calculating. "You realize if he's as dangerous as you say, it won't be cheap."

"Money is not an issue," Teru assured him, his determination clear in his voice.

With a curt nod, The Shadow pocketed the photos. "I'll be in touch."

As Teru left the bar, he felt a mix of trepidation and relief. He had set in motion a potentially dangerous plan, but it was a necessary risk. He knew the Shadow would deliver. Now, he could only wait and hope that their efforts would be enough to protect Kira and preserve the new world they had worked so hard to build.

Unknown to Teru or The Shadow, their secret meeting was being monitored. In the shadows, a figure was attentively observing their interaction. This figure, known only as 'Dove', was a member of the Liberators, the organization L had secretly contacted from his underground base.

Dove was an expert in surveillance and information gathering. With a network of informants and a knack for being unnoticed, he had managed to tail Teru without raising any suspicion. He had observed the meeting with The Shadow, managing to capture their conversation through a hidden microphone.

As Teru left the bar, Dove slipped out unnoticed, making his way back to the Liberators' headquarters. He brought the information to the leader of the Liberators, a man known as 'Hawk'. Hawk was a former intelligence officer who had turned against Kira after witnessing the unethical methods he used to maintain peace.

Dove presented his findings, including the audio recording of Teru's conversation with The Shadow. Hawk listened intently, his expression hardening as the implication of their plan became clear.

"So, they're trying to find L," Hawk mused, "We need to warn him."

Dove nodded, "I'll send the message right away."

As Dove hurried to send a warning to L, Hawk sat in deep thought. The battle against Kira was becoming more complex and dangerous. But they were prepared. They had to be. The balance of the world depended on it.

Chapter 18: The Enlightened Dove

L, in his underground fortress, was a step ahead. He had been monitoring the Liberators' communications closely, having discovered their existence shortly after his resurrection. He was aware of Dove's actions and had been waiting for the right moment to make contact.

As Dove was preparing to send a warning to L, his computer pinged with an incoming message. It was an encrypted message from an unknown source. Dove quickly ran it through his decryption software and was surprised to see a message from L himself.

"I am aware of your organization and its intentions," the message read. "I appreciate your efforts to counter Kira's influence. However, it's time we coordinated our actions."

Dove was taken aback. He had suspected that L might be aware of the Liberators, but to have confirmation was startling. He quickly typed a response.

"We are at your disposal, L. We share the same goal."

As Dove sent the message, a sense of hope filled him. They had been working in the shadows, doing their best to counter Kira's reign. Now, with L on their side, they stood a better chance.

Back in his base, L read Dove's response. He allowed a small smile to tug at the corner of his lips. The game was becoming more complicated, the stakes ever higher. But now, they had a united front. It was time to take the fight to Kira.

Chapter 19: The United Front

Following the encrypted map L had sent, the Liberators found their way to his underground base. The massive technological marvel hidden beneath the cityscape left them in awe. The team, including Hawk and Dove, were led to L's office, where the world's greatest detective awaited them.

L, perched on his chair, welcomed the Liberators. There was a sense of mutual respect and shared purpose in the room. They were all there for one reason – to bring down Kira.

"Our efforts need to be coordinated," L began, his voice firm. "We stand a better chance if we work together. And for that, we need to infiltrate Kira's ranks."

A murmur of agreement ran through the room. L continued, "We need a mole, someone who can gain Kira's trust and feed us information. Any volunteers?"

There was a moment of silence before a young man, codenamed 'Viper', stepped forward. Viper was an expert in espionage and covert operations. He was their best bet.

Meanwhile, back at Kira's headquarters, Light Yagami was formulating a similar plan. His intuition told him that L would be gathering allies, and he intended to stay one step ahead.

"Misa, Teru," Light addressed his closest allies, "We need a spy within L's ranks. Someone who can gain his trust and report back to us. Any ideas?"

Misa suggested a contact from her modeling career, a man named 'Takada', who had covertly helped them before. Light agreed, and a plan was set in motion.
