Wolf Keum could not be caged. Everyone knew that. Hwangmo knew that. Beomsu and his friend knew that. Donald definitely knew that. Everyone knew that Wolf wasn't a guy you could cage up.
Donald managed to temporarily caged Wolf, luring the beast into the shackles with money. It was one of the most common types of temptations that was hard to resist.
Wolf eventually grew tired of it all. He hated being played for as a fool by Jared Sun and he no longer wanted to be Donald's underling. He rebelled against Donald, but the fight ended up being a one-sided beatdown.
Wolf needed to wait for the right moment. Contrary to popular belief, Wolf could be patient if he wanted to be. The lock on the cage was broken, but Wolf remained inside it for now.
After the deal with Cheongang had been made, Wolf decided to act. He attacked Gijoo Seol, both to finish up their fight that had been interrupted and to cause trouble for Donald by fighting a business partner.
Wolf Keum was no longer in the cage. He had broken free. He continued to run from it, going as far as to join Eunjang during the war against the Union.
After Donald had gotten hit by a truck and died, most would assume Wolf would have nothing else to do with the Union, and that the Union would simply disband without its leader. Kingsley called Wolf and Jimmy, gave them some money and files, and ordered them to reorganize the gang and to come to Yeouinaru at his call.
Wolf decided to accept the money and rejoin the Union. At least now, he could leave at any time he wanted to. Who would stop him? Kingsley couldn't beat him in a fight to keep him on a leash.
