Apparently its rare for these signals to ever be disturbed for anything other than DEVIL FRUITS, since the government wants to be aware of any new devil fruits and add them to books for awareness. (you gotta admit, thats pretty smart) which even if they do get disturbed, it only happens once every few years.
So it's odd for any other reason, which is why marines will be on guard and alert more until they find the source of the disturbance.
Though you are quite lucky that this information is probably only classified for high class marines, which means not alot of people will be able to actually get close to the source of the disturbance, let alone catch it.
