Issac remained with Steve in the church long after the funeral had ended. Steve recounted some of the moments he remembered with Peggy, and although he was laughing, Issac could still feel the immense sadness hanging over him.

"She sounds like an incredible woman." Issac said truthfully when Steve recounts the time she had punched a cadet in the face, a large man nearly twice her size on the first day. "I wish I could have met her."

Steve smiled sadly, thinking about something.

"I think she would have really liked you." he mumbled before glancing at something over Issac's shoulder. He turned to follow his gaze, frowning in confusion when he saw Natasha walking down the aisle, dressed in heels and an expensive looking black coat that hugged her figure almost perfectly.

Steve sighed softly. Although he didn't look unhappy to see her, he knew exactly why she was here.

"Who signed?" he asked curiously.

"Tony, Rhodey, Vision." She spoke the last one as if it were a surprise, but at the same time it wasn't.

"Clint?"

"Says he's formally retired."

"Wanda?"

"To be determined." Natasha smiled, her gaze falling on Issac curiously. "I'm off to Vienna for the signing of the accords. There's plenty of room on the jet if you want to join."

Steve lowered his gaze to the floor, sighing softly.

"You know I can't sign." He mumbled, offering her a sad but honest smile.

"I know." Natasha mumbled, returning the smile as she folded her hands in front of her. "Just thought I'd ask."

Issac shuffled off to the side, a deep frown on his face as his brows were pinched in thought. He knew morally, the right thing to do would be to sign. However at the same time it also felt as though he was signing away his freedom. S.H.I.E.L.D had helped him earn legal citizenship in the U.S, but that S.H.I.E.L.D was long gone, and as far as everybody knew Fury was a dead man. There was nothing stopping the government from sending him back to Sokovia as soon as he signed.

"Issac?" Steve's voice tore him from his thoughts. "If you want to sign, I won't stop you." he mumbled reassuringly.

Issac hesitated, opening and closing his mouth multiple times as he struggled to find the right words.

"I don't know if I want to sign yet." He mumbled, contemplating his choices for a moment. "But I think...I should go to Vienna to hear everyone out, and then make my decision."

Steve smiled softly and nodded. He understood, and he wouldn't hold this against Issac, whether he chose to sign or not.

Issac stepped forward, pulling Steve into another tight hug and gently kissing his temple before pulling back.

"You should go find Sam." He said, gently rubbing his arms. "I don't like the thought of you being alone right now."

Steve nodded, taking Issac's hand in his own and giving it a small squeeze.

"I will, don't worry about me." he jerked his head in the direction of the door. "Now go, you guys are gonna be late if you stay any longer."

Issac nodded, taking off his blazer as he followed Natasha towards the exit of the church.

"You wouldn't happen to have a different color tie would you?" he asked, looking down at his black and white formal suit.

Natasha tilted her head, seeming to think for a moment.
