"Let's do this one more time." I crossed my arms, starting to get uncomfortable in the soft chair. Shogun Nakumara looked at me, her dark eyes boring into me. "Tell me what you found."
"Something about a group called Hi no Chi." the shogun frowned, clearly rattled by the news. "And it was found in the Government's database," I added, watching for the shogun's reaction. She furrowed her eyebrows and stood up.
"I am not aware of this." I was surprised. Did that mean that there was a mole in the agency? I held that thought to myself, but it seemed that Shogun Nakumara was thinking the same.
"A mole," we said at the same time. I kicked my feet up on the desk and looked at the ceiling. "Any idea who?" I asked the shogun.
"I have a few guesses, but none too sure. The most suspicious would be the secretary of the embassy and the chef of arms. Both have disappeared countless times, but their sign-in always says that they never left." I raised an eyebrow, turning on my screen and checking their sign-ins. Every single sign-in said that they signed in at six in the morning and nine at night like every other Government official did.
I frowned, tapping some sequences into my screen. Nothing was different or out of place. But what didn't make sense was why those two higher-up officials would be part of the Hi no Chi. Both the secretary of the embassy and the chief of arms had lots of power in both the Government and outside of it, unless...
"Shogun Nakumara, are both suspects supernaturals?" The Shogun shook her head, adding to my theory. "Though it's uncommon to be supernatural, it's possible that both suspects feel the loss of power due to not being supernatural. I've noticed that no matter what your rank is in the world, you are more feared if you are supernatural. If I'm right, then I believe that the mission of the Hi no Chi is to give power to the powerless. To make everyone equal, despite rank and power. Or to demolish any supernatural under their heel. To let the powerless reign and evil govern."
I got out of my chair and ran to the door. "My apologies, Shogun, but I need to take my leave." I bowed quickly before swinging the door open and running out of the Government building. I slammed open Emi's hacker room and nearly knocked her out of her chair.
"I have it, Emi! I know why all these people we bring in are just your regular civilians." Emi, clearly startled, held up her hands.
"Re-wind. What now?" I took a deep breath, trying to even my breathing.
"Every single person we bring in for interrogation is a normal civilian, yes? The Hi no Chi's mission is to equalize or even get rid of every supernatural in Japan. Normal civilians feel threatened and overpowered, however, you want to call it, by supernaturals. As a solution, Hi no Chi puts forth that they can help put the 'normal' people above supernaturals, using that as leverage to have the Three Evil Yokai rule Japan."
Emi nodded, tapping her chin as she thought my theory through. "Okay...I suppose, but you don't have any hard evidence, right?" I nodded, "That's what I thought. We can keep this theory in mind, but without further evidence, we can't assume that right away."
"Right. Because assuming things..."
"...makes you an ass." We both laughed at that.
