Toshinori sat at his desk, dozens of student files scattered around both the desk, coffee table and floor.
He found himself with a few of the files open on his desk.

Izuku Midoria. Class 1-B. Quirk: Pyrokenesis.
Hitoshi Shinso. Class 1-C. Quirk: Brainwash.
These were the 3.
Togata would be a tough pick, his quirk would pair excellently with one for all, but it's his last year and would be harder to train once he leaves, assuming All Might didn't leave after 1 year, also his body is already in a decent shape to take on the quirk, requiring minimal training there.
Midoria's quirk wouldn't specifically pair well with one for all, but that just allows for more variety in combat. Of the four he would need the most training to be ready for the quirk, maybe a two or three months at most.
Shinso is an unlikely candidate. He's in 1-C, business course, and wouldn't be able to do hero training till his 2nd year where he'd be able to try and change course. He would probably need about a month or so of training before being able to take the quirk.
Toshinori picks looks at the three for a long while, before grabbing a 4th discarded folder and places it in his bag and leaves for his last lesson of the day.
He has the [L/N] that so he'll talk to them about it then.
[L/N] is a likely candidate. She seems to have a strong sense of self, and a great quirk to pair with one for all, greatly evidenced by her sharing a quirk with a previous user, but it took 6 teachers to take her down after her quirk took her over, and it'd be nigh impossible with the entirety of the UA staff against her with one for all. She's also in that Goldilocks zone of fitness where she could take on the quirk without any training.
