A new bill was being proposed in the Galactic Senate called the Military Creation Bill. The bill had been created as a response and safety measure to protect the Republic from the potential threat that could be in the Confederacy of Independent Systems (CIS), a group of star systems that had broken away from the Republic. This bill was designed to combat and defend the Republic from the CIS should the Separatist Crisis worsen and potentially cause war to break out. This bill would see the establishment of an army for the Republic if it were to pass successfully in the Galactic Senate.

The legislation left the Galactic Senate rather split; some Senators thought it best that the bill be enacted, with the general consensus for this motion being that it was a precaution more than anything. Some Senators had more extreme beliefs and felt that the bill needed to be enacted, for they believed that the only way the Separatist Crisis would end was through a show of force.

Though their were those within the Galactic Senate that opposed the bill completely. One of the biggest critics that opposed the bill was Senator Padmé Amidala along with other senators who had formed the Loyalist Committee. The Loyalist Committee was a political committee that Chancellor Palpatine created to serve as an advisory body to himself to handle the Separatist Crisis and promote loyalty to the Galactic Republic. As such, the committee was made up of senators who belonged to the Loyalist faction of the Galactic Senate.

Senator Amidala was vocal in her opposition to the bill, and she was dedicated to maintaining peace and democracy throughout the galaxy. Her vocal opposition made her the leader of the opposition to the bill, but she also represented the general consensus that made up the opposition to the bill in that by creating a military, they would only be escalating the crisis and asking for war, but it would also quite possibly be a declaration of war itself. 

There were those who had more economic reasons for opposing the bill, because for the army to be created, it would need funding, and unless other areas were cut, it would mean taxes would have to be hiked, which some did not wish to see for their own selfish reasons, whereas others were genuinely thinking of the people. Some thought that if taxes were not hiked, other services would receive cuts that would affect the standard of living for the people of the Republic.

It is a great pity, though, that Padmé, despite being an advocate for peace, was in need of protection from some who wished her harm. She had received several threats that wished to do her harm and even end her life for her stance over the bill. These threats came from extreme loyalists of the Republic who had created militias, and they wanted the bill to be passed. These militias bought into the ideas and thinking of the political extremists within the Galactic Senate and believed, despite Padmé being the advocate for peace, that the only way peace could truly be achieved was by achieving it through force, and Senator Amidala was actually preventing peace from being achieved.

Padmé for her own safety was at the Varykino Villa. The Varykino Villa was located in Naboo's Lake Country on an island of the same name. The isolated estate was owned by the royal government and was used as a private refuge from the planet's capital Theed by several renowned members of the Naboo people, including Omar Berenko, a poet who occupied the villa centuries before the Invasion of Naboo.

The area was sealed off from the planet's waterways, protecting the estate from attacks by the various sea monsters that were native to the world. On one side of the villa a set of steps led to a private beach, and across the waters of the lake was a smaller island that was home to a variety of birds. On the other side of the structure was a water gate and dock that were connected to the main retreat by a series of steep stairs.

The building itself was made of a yellow rock and had red roofs topped with copper-green domes. The rooms of the villa were linked by both wide marble hallways and outdoor gardens. Notable areas of the house included a throne room that visiting royalty could receive guests in, as well as the Room of Morning Mists, an open air veranda that overlooked the lake. The estate kept several Berenko-class speeders in service for transport across the waters.
