Danny Phantom but he works with the police and is good friends with the commissioner, some rich guy in witness protection will fund a huge amounts of things if the ghost boy stays with them so the police commissioner, Danny, and some rich old fruitloop are stuck in the same house for a week (Danny can leave of course but should stay as often as he can).
Dannys first comment on the quality of their safe house is 'the food doesn't try to eat you here???'
And the police commissioner (who knows Danny is a halfa) really wants to know the boys civilian identity to check for child abuse

The portal was also way worse and it gave him quite a few problems, mostly pain and other problems in the arm that hit the button, but his feet were touching the ground and therefore conductors and sometimes they act up too.

He can stand up and stuff but that's on good days + it's exhausting, on bad days he needs a wheelchair. In ghost form he simply keeps the tail/trail and flies around everywhere, he doesn't show his legs enough that some people are surprised he has legs when it's revealed. This means even ignoring the nerd stuff he's a social outcast because of the wheelchair because even without the ghost stuff he's a 'freak' but hey at least he has good excuses for being late.

His arms are strong because of the wheeling around and lifting himself up and now he has abs.

"Phantom! I know you have legs, so why do you always use the ghost tail?"
"You just called it a ghost tail, and that's it, I'm a ghost. Imagine the injuries and recoverment from something near fatal and then make that worse, some ghosts don't have to deal with it (ignore the mental aspect), some do."
