Clover decides to NOT sacrifice himself. Doing so would risk bringing humanity a step closer to extinction and there is also no real guarantee it would help anyone. It would be a worthless gamble on his life.

Besides, King Asgore still needs to pay for his crimes.

He and the others return to the Wild East. After much discussion and debate, they came up with an idea to not only protect Clove but also prevent the deaths of any other human that falls.

A month later, the Wild East declares independence from the rest of the Underground and Clover comes out of hiding. He declared that any human within their borders is under their protection.

This 'rebellion' started with the Wild East, but the borders of what would soon become known as the Sanctuary quickly expanded until nearly the entire Dunes were opposing the Crown.

The rest of the Underground (soon to be known as the 'Greater Underground') was in an uproar. Monsters haven't been in any kind of conflict since being sealed underground. Monsters haven't fought against themselves since being sealed underground. Now an entire section of the kingdom had declared independence, was holding the key to their freedom out of their reach and were making what they believed to be unreasonable demands.

End the war on Humanity and free the Souls.

Some Monsters supported these protests, some always being at least hesitant about the Underground's policy against humans, and others only realised it after hearing Clover speak.

Many more were angered by the actions of the Sanctuary and demanded that the Royal Guard should head to the Wild East and take the soul by force. Asgore prohibited this. He refused to let his people slaughter each other over the ideals of one human. A human that he agrees with.

Negations between the two states soon commenced.
