Chapter Thirty-One | No More Deals

Command was silent. Otto Samuals had to step out, he was excused to leave and be with his family. But that left the remaining members of Command to watch the games continue. After the bodies were removed from the arena, after the island finished spinning, the alliance made their way back off the island and onto the beach. Finnick Odair and Orion Snow sat in silence while the others tried to have some sort of dialogue between the two of them.

"President Coin,"

Coin looked over her shoulder towards the entrance to the room. Commander Henry stood the entry way. He had been promoted not long before the games, and he had helped arrange with Plutarch Havensbee to have rebels on two of the Capitol hovercrafts to extract the bodies.

"What is it? Did something happen in the training center again?" she asked, she felt unmotivated at that moment. Quinn Maverick had been the one to spark the entire rebellion, now that she was dead their only hope was Katniss. She wouldn't only have to lead the rebellion, but she would have to make sure they didn't lose ground. Quinn could have done so much to keep the rebels motivated to keep going-- that was just part of who she was.

He shook his head, "One of the ships is over District Three," he replied, "They're almost back."

Coin stared at him, "Neither of the ships should be returning, we need them there for Katniss Everdeen." she retorted, pressing her eyebrows together.

"They evacuated Quinn Maverick," he stated, "Havensbee set off a cannon for her early, before she was dead."

She stared at him, "Quinn Maverick's alive?"

He nodded, "Barely, but they're doing the best they can on he ship." he explained, "But they think with the supplies here, she'll be able to recover."

"Does the Capitol know?" she asked.

"They know that the ship was run by rebels," he paused, "But they think she's dead. Nobody is trailing the ship, they just think we took her body so they couldn't have it."

Coin sighed, suddenly a burst of energy, motivation to actually do something came back. If they could save Quinn, then people would be much more willing to join the rebellion. If they could save her from the arena-- if they could sneak her out of the arena alive...

If they could only convince the rest of the country that she was dead, when the time was right, they could reveal her. Alive, and fighting against the Capitol like she was before. There would be no other encouragement the rebels would need.

"Keep it that way," she sighed, "Go to the hospital ward and tell them to get ready for her, but don't tell anyone else here. We don't need her family to get their hopes up." she ordered and Commander Henry nodded and turned to leave.

Coin let out a sigh of relief as she turned towards the other members of Command who each had a different expression. Some were eager, some were happy, some were still nervous. She was barely alive, but as of that moment-- they had a weapon that the Capitol didn't know about. They watched the games, not even for a minute before the screen went black and they received a notice that there was a transmission that was trying to get through. Coin glanced at the coordinates on the screen and saw that it was from the Capitol.

"Let them in," she said looking towards the man that controlled the screen during these meetings. The screen blinked once, and then President Snow appeared on the screen. "President Snow, I must say I'm surprised to be speaking with you."

He didn't look very pleased at all, "Coin, I want my ship and the body." he said, his voice was stern and threatening. "No more blood needs to be shed."

Coin shook her head, "No more deals, President Snow." she replied, "I gave you her once and now she's dead." Coin stated, she had to make sure they still believed she was dead. Otherwise, they had nothing. "Let the rebels take care of her. Give her a respectful burial."

Snow leaned back in his seat, "That's very noble of you, Coin." he said, but his tone was bitter and cold. "I know who you want," he sighed, "I can promise you that Katniss Everdeen will win this years games."

The offer was tempting, but Coin was convinced that having Quinn would be just as powerful as Katniss if she lived. And there was still one more rebel hovercraft there to get Katniss, there was a chance the rebellion could end up with both of them.

"As I recall you don't do promises very well, President Snow." she stated, "Your ship is now under my control, and I will not send you a body simply to disregaurd with the others. You will let us take the ship and the body, and you will act as if nothing has happened. As if the Capitol had Maverick's body the whole time." she stated sternly, her voice was as hard as stone and it was just as bitter as his.

"I don't think you heard me when I said I want the ship and body." he retorted.

"Then you should know that District Thirteen is ready to retaliate against any attack from the Capitol with more than you think we have," she replied. "The ship will remain under my control, and Quinn Maverick's body will as well." she finished and then turned to the man who controlled the call, "We're done here."
