Chapter 1 ~ Young Minds

Detective Naruto Uzumaki walked back into the police precinct with his head hung. It had been a devastating day. He slow-walked his way all the way to Captain Senju.

Without small talk or meaningless banter, Naruto cut to the chase.

"He got away again."

The sorrow and shame in Naruto's voice made it impossible for Captain Tsunade to lash out at him. Naruto was his own worst critic.

"Tell me what happened." She said coldly.

He walked over to the chair in front of Tsunade's desk, and slowly sat down. He took a deep breath and began relaying the unfortunate events of the day.

It had been around five years since Detective Uzumaki was assigned to the Uchiha case - the biggest and the deadliest case in the history of Konoha Police Department.

The Uchiha Brotherhood was one of several active mob gangs across the nations. They were infamous for their unpredictability. Just like most mafias, they were ruthless with their public outings. Shootouts in bars, turf wars, surveillance, under the table gambling schemes as well as drug rings. Very old-fashioned style.

The issue is, no one had ever successfully busted The Sasuke Uchiha - head of the brotherhood. Most mafias would slip up every now and then, leave evidence behind, and have several members detained by the police. It helped maintain some sort of balance between the police force and the mafias. It was a shared understanding that the PD was competent enough to intervene with their illicit operations. In return, most other gangs were forced to be more careful not to cause much collateral damage, or warrant too much public attention and fear.

Yes, it was important for the Konoha Police Department to have some power over every Mafia. Otherwise, the gangs would go out of control and have absolutely no regard for the safety of the general public due to no legal repercussions. The issue is, the police could never even come close to the Uchihas. Therefore, Sasuke Uchiha had gone out of control.

The Uchiha Brotherhood was notorious for quick changes of their headquarters. Every time Detective Uzumaki would finally find their current hideout, the SWAT teams would find deserted ruins instead. Sasuke was always several steps ahead of the police, which gave him a dangerous level of confidence and disregard for anything other than his business.

So, Naruto spent five years trying to successfully complete a single Uchiha bust - to arrest anyone in power to force Sasuke to negotiate terms. He tried sending informants, laying traps, working undercover, all to no avail. His informants were returned mutilated to send Naruto a message, the traps he set were skillfully circumvented, and Naruto's undercover work was compromised by Sasuke's men working "undercover" as cops, jeopardizing Naruto's progress.

It was frustrating, to say the least. Naruto had a perfect record before this case - he was, by empirical statistics, the best detective Konoha ever had. This is why it was so disheartening for the entire police department to see their very best be ridiculed like this by local criminals.

So, Naruto sat there, eyes fixated on a random spot on Tsunade's desk, barely blinking, and told her in great detail how his great plan to corner Sasuke had failed, again.

At this point, the department had placed agents in every major bar, pub, casino in Konoha to report immediately in case of mafia activities or public disturbances. This way, the police would waste no time arriving at the crime scene - a mistake that had cost them greatly in the past. Every minute counted when it came to the Uchiha brotherhood.

So, when Naruto received a message about suspicious activities at the Konoha Royal Casino, Naruto gathered every available unit and covered all exits of the Casino. There was some shooting inside, but when Naruto rushed in, Sasuke was nowhere to be seen.
