After re-bandaging Izuku's wings to the best of his ability, Keigo cradled him in his arms and whispered sweet nothings into his ear.
"Hey, Izu, birdie." Keigo whispered softly into the unconscious boy's ear. "I need you to wake up for me okay?"
He shushed him when he heard a few soft whimpers escape his lips.
"It's okay, little bird. Your big bro's here." Keigo said lovingly, stroking Izuku's wild curls.
Izuku let out another whimper and turned his head, his eyes fluttering. It took him almost a full minute for his eyes to open fully and focus on Keigo. Then he let out a pained gasp.
"K-Keigo?" He croaked, his voice hoarse.
"Baby bird! There you are!" Keigo said with a soft smile. He continued carding his hands through Izuku's curls. "I was so worried."
"W-worried? Wh-why? What h-happened?" Izuku tried to sit up, but promptly fell backwards and began coughing.
"Shh...shh...be careful there, Izuku." Keigo patted Izuku's back and forced him to lay back down. "Are you hurting anywhere besides your wings?"
Izuku nodded, and sniffled. "M-my head h-hurts." He whined.
"Oh my poor little birdie." Keigo cooed, hugging him close, and inspecting his head, searching for an injury that might be hidden by his curls. And sure enough, there on the right side of his head was a bit of blood. He shushed Izuku when he whimpered at the contact. "It's okay little bird, Keigo will make you feel all better."
Izuku continued to sniffle and cry quietly while Keigo ripped his shirt in order to wet and clean the cut on his head.
Fifteen minutes later, Keigo was still cuddling with his little brother who was now falling asleep. He spoke to him softly, telling him everything would be alright. In all honesty Keigo had no idea what he was going to do. If the Commission wanted to keep Izuku, they would do anything that they could in order to do just that. Without realizing it, Keigo began to fall asleep himself. It wasn't long before he joined Izuku in dreamland.

Izuku shifted slightly and his eyes fluttered open at the sound of a door slamming shut. He heard a groan from above him and flinched away from the person he was apparently laying on. Said person, began to stretch as he awakened.
"I-Izuku?"
Izuku's heart finally stopped racing once his eyesight cleared up and he realized that it was Keigo.
"K-Keigo?"
He watched as Keigo's hands reached towards his hair and ruffled it fondly.
"Did you have a good nap, baby bird?" Keigo asked softly. "Are you feeling any better?"
Izuku was about to answer when the door to the room they were in opened and two intimidating men walked through and glared at them. He shrunk under their gaze and cuddled into Keigo, hugging the young adult tightly.
"Good. You're both awake." The man on the left said with annoyance in his voice. He was very tall and had light grey hair and icy blue eyes. Izuku shivered just by looking at him.
"Get up and follow us." The man on the right ordered. He was a bit shorter than the other man and had jet black hair, dark brown eyes, and wore mostly black.
Keigo glared at them, and then began to stand.
"Can you stand, Izuku?" He asked, ready to help him if he needed to.
Izuku nodded. "I-I can." He struggled for a few seconds because he had been sitting for a long time, but succeeded in standing by himself.
Keigo gave him a soft smile, and offered Izuku his hand. Izuku gladly took it and followed Keigo and the two men. Without a word, the men walked out of the room and into the lobby where Keigo had met the mean receptionist the other day. The men turned right and opened another door which led to a very long hallway with only one large door at the very end. Izuku gulped and clutched Keigo's hand tighter.
"It's going to be okay, baby bird. I promise." Keigo whispered, squeezing his hand.
Izuku nodded, and scooted a bit closer to Keigo.
"Go right through this door." The tall scary man commanded, his eyes icy and cold with no emotion.
Keigo gently pulled Izuku into the room, and then the two men shut the door behind them. The room looked like a large fancy office to Izuku. Behind the large desk sat a woman with long shimmery sapphire blue hair and dark blue eyes. She wore a beautiful necklace around her neck made of sapphires. Her very presence emitted authority. Izuku shivered at the sight of her and hid behind Keigo.
"Ah, Takami. What a pleasant surprise!" The woman said with sly grin on her face. "It's been too long!"
"Not nearly long enough." Keigo muttered under his breath.
"And you," the woman pointed to Izuku who cowered behind Keigo. "you are the new project, are you not?"
"He's not some project!" Keigo shouted, startling Izuku. "He's a kid! Just let him go, okay?"
The woman frowned, and crossed her arms. "Now that's no way to speak to your superior, Takami. We own you, remember? Or shall I remind you?"
Keigo shut his mouth, although his eyes still blazed with fury.
"I called you here to give you more details about your new assignment." The woman explained, flipping through the papers on her desk. "His name is..."
"Izuku." Keigo interrupted. "Izuku Midoriya."
"Oh, so you know him. Watanabi mentioned that." She hummed. "Seven years old, born on July 15th 20XX."
"Yes, I know this. Now get to the point." Keigo snapped.
The woman looked at him with displeasure written all over her face. "If you want to stay as Izuku's trainer, then you will speak only when spoken to. Understand?"
Keigo clenched his free hand and nodded.
She stood up from her chair and walked over with some papers in her hands. The click clacking of her heels stopped once she was in front of Keigo.
"Here is the schedule that you will both follow. And make sure you do, or you will be punished for it." She shoved the papers in his hands. "You will do everything it says, and we will have people that will make sure you do." She walked away and then called the two men from earlier.
Once they were in the room she began to speak. "Show them their rooms."
The two men nodded, and one reached over to grab Keigo's arm while the other grabbed Izuku.
Izuku let out a cry as the tall icy man grabbed his arm. He cried harder at the coldness of the man's hand, and the tightness of his grip.
"Let go of him!" Keigo screamed.
"Takami! This is your last warning!" The woman said seriously, anger clear in her expression.
Keigo clenched his teeth but remained quiet as they were lead out the door and through the long hallway.
Izuku was so scared he didn't really pay attention to where they were going. All he knew was that Keigo began screaming at some point when they were told that they would have to live separately. Izuku was in such a daze he didn't quite notice much until he was shoved roughly into a room and locked in. The room was small and cold. Those were the first things Izuku noticed. There was a small cot with a scratchy old blanket. He didn't want to think about what it all meant. He wanted Keigo, Touya, Aizawa, and Hitoshi. He wanted them so badly it hurt. So he did the only thing he could think to do. He sat on the floor and cried. And he cried for a very long time.
