I have returned.
I had to assume a few things for this chapter.

(30 years before the start of the anime)
"If you cannot perfect your technology, Doctor, we may need to look at other ways for replicating my quirk," the villain known as AFO said.
As usual, he was incredibly intimidating. His demeanour implied he was threatening Dr. Garaki in some capacity, despite saying nothing of the sort.
"Naturally," Dr Garaki responded, "although, I am very close to a major breakthrough with quirk cloning."
Pause.
"But I see no harm in a plan B."
AFO could not risk Dr Garaki's technology failing at a time like this. After all, quirks had become a great deal more prominent in the past several decades. This only increased the number of heroes with powerful abilities. Not to mention his little brother's quirk increasing in strength with each user that slipped like worms through his grasp. It surely would not be much longer before a war broke out between heroes and villains, and AFO could no longer guarantee his own safety.
It would be wise to ensure his mind could continue on, even if his body were killed. With Dr Garaki's discovery of quirk vestiges, it seemed that quirk transference would be most suitable. But AFO would not allow himself to be defenceless if he could help it, and that was where Dr. Garaki's new work would come in. Or so he had been assured by the doctor.
"How else could it be done?" AFO enquired.
Dr. Garaki was about to speak but thought better of it and closed his mouth, choosing his words with care. When he did indeed speak, he wore a peculiar expression. This did not bode well for what he had to share.
"There is only one way in which we could achieve quirk cloning with what you have in mind," the doctor began, "that would be my technology, as vestiges are only apparent when a quirk is transferred. But if you wish to replicate your quirk, there is something else we could try. But you may be against such a thing."
AFO made a minor movement, gesturing for the doctor to continue.
"Well..." he paused again, "quirks are a part of a person's DNA. That's one of the reasons why it is so difficult to take or transfer a quirk alone without your power. But this means that reproduction could replicate a quirk. Especially a strong quirk such as your own. If you were to- er- find a quirkless individual, or perhaps one with a weak quirk, the child would be much more likely to inherit yours."
Dr. Garaki had not wanted it to come to this. It was a strange conversation to have with him after all. He wasn't sure whether or not to make eye contact with AFO to see his response.
AFO did not seem to react at all to this anyway. After a few awkward moments, he turned and walked away.
"S- so, is that a plan?" Dr. Garaki called after him.
He got no response.
