It allows me to set a rule onto my surroundings after touching the target and calling out their name, allowing me to manipulate and bestow new properties onto themselves and the world around them. This can range from simple descriptions to more conditional ones based on cause-and-effect. I can give myself additional abilities, as well as manipulate the condition of my opponent's body. Aside from physical entities such as people, New Order is able to affect incorporeal things such as the air, laser beams, and even other quirks. I can even impose new rules on New Order itself. The rules remain active even if the quirk is removed. However, I can only make two rules at once and the limits aren't omnipotent. I can't just make myself invincible or something.

Izuku was muttering about New Order.

Koneko: Wait. You have a quirk that can defy reality itself, and you still lost? Why?

Izuku: Hang on. It might be because Shigaraki is having an identity crisis right now. He probably isn't sure if he's Tomura Shigaraki, All For One, or even Tenko Shimura. So her quirk probably won't work on him.

Cathleen: Now that you mention it, I did impose a rule on him that if he moved, his heart would stop. That explains why it didn't work.
