The League of Villains' leader, All For One, is imprisoned, and All Might is retired. Some see this as a victory, but the Commissioner General disagrees. He further warns that All For One's capture will drive Tomura Shigaraki—the League's young leader—to grow stronger and more dangerous. Another official reflects that their over-reliance on All Might has led to this crisis, and insists the Police Force must reform. "We can't stay on the sidelines, retrieving villains after the fact. We have to take a more active role in keeping society safe."

Endeavor is reluctantly named the new Number One Hero. He had long wanted to surpass All Might, but not like this. He had hoped to claim the top spot through his own strength, not by default after All Might's retirement.
