To the citizens watching, All Might's words seem like a final warning to every villain out there, sparking a wave of relief and celebration. Yet, Izuku knows there is a deeper meaning behind All Might's message.

Flashback to Before the Training Camp

Just before the training camp, Izuku had a private meeting with All Might, who had called him aside during lunch with an unusually serious tone. Once they were alone, All Might reverted to his true, frail form, startling Izuku. It was the first time Izuku saw the man behind the hero's persona—All Might had managed to maintain his powerful form during their previous encounters, even when they met on the rooftop after the sludge villain incident.

All Might explained the origins of his quirk and revealed his true intention: he wanted Izuku to be his successor. But to All Might's surprise, Izuku refused. At Police Headquarters, officials assess the fallout. The captured Nomus have provided little useful information aside from clues about their creation. The League of Villains' leader, All For One, is imprisoned, and All Might is retired. Some see this as a victory, but the Commissioner General disagrees. "We've lost the Symbol of Peace," he says grimly. "This will only embolden villains. There's no victory here."

He further warns that All For One's capture will drive Tomura Shigaraki—the League's young leader—to grow stronger and more dangerous. Another official reflects that their over-reliance on All Might has led to this crisis, and insists the Police Force must reform. "We can't stay on the sidelines, retrieving villains after the fact. We have to take a more active role in keeping society safe."

Endeavor is reluctantly named the new Number One Hero. He had long wanted to surpass All Might, but not like this. He had hoped to claim the top spot through his own strength, not by default after All Might's retirement.

The Hero Billboard Chart JP, which ranks Japan's Pro Heroes biannually, reports on the seismic shifts in the hero world. All Might's true identity and retirement have caused a massive stir in Japan and abroad, even drawing reactions from the Hero Headquarters in America.

The Number 32 Hero, Ragdoll, has had her career cut short after losing her Search Quirk, a mysterious change noted by the Hero Billboard Chart.
