AS SOON AS RUE STEPPED INTO THE JUSTICE BUILDING, she ran to Saleah.
"I'm so sorry baby, so sorry." Saleah sobbed, stroking her sisters hair.
"It's not your fault." Rue sniffled into Saleah's shoulder.
Saleah shook her head, "Yes it is." She whispered lowly, so low that Rue did not hear her. Saleah couldn't tell Rue anyways, she wouldn't understand.
Saleah let go of Rue and fixed the younger girls hair, and then wiped her tears. "Come on, lets sit."
The two sat on a couch in the isolated room, waiting for their family to burst in at any moment.
"Girls!" Aunt Willow was the first to enter the room, their father and siblings rushed in behind her.
Rue clung to her aunt and father, her tears staining their clothes.
"You have to get her out of there alive Saleah! You have to!" Aunt Willow held onto Saleah's shoulders tightly.
Saleah nodded, "I know."
The family stood there in silence, holding onto one another until their time was up.
"I love you both." Their father said before they were dragged out of the room.
The door shut with a slam, and opened again. Mist appeared and grabbed onto Rue, holding her tight.
"It'll be alright, yeah?" She said to Rue, but she was looking at Saleah.
"I'll take care of them, I promise." Mist said, referring to the rest of the family.
Saleah held her friend tightly, "I know you will."

After saying their goodbyes, Saleah and Rue were escorted to the train.
The two girls sat on one of the couches, Eddy and his tribute, a teen boy named Thresh, sat on the couch across from them.
Eddy cleared his throat, "Before we make any plans, let's see the other tributes."
The four watched clips from the other reapings. All the careers were volunteers again. No surprise there.
None of the other reapings stood out, except twelve's. The female tribute, Katniss Everdeen volunteered. Twelve never had a volunteer before, so that was new. Katniss volunteered in place of her younger sister, Primrose.
Saleah wished she could take Rue's place, but she knew she could not. She already went into that arena once, they wouldn't let her go back again.
After they watched all the other reapings, they developed a plan.
