A soul can only be created by the creator,or mother. A mother can not decide on weather a soul is created or not.Only way to tell is on how the child acts.If the child does research on their family tree and finds that one of the great grandfathers acted the same like they do then that means its a soul given a new shell.Thus rule does not apply to souls that have entered a new shell.Most souls forget their past,to somehow ever,it comes naturally that their in a new shell.
