Switzerland was a neutral country in World War II. He thought of this because he can't both fight in a war at the same time while protecting his little sister. The Germans knew he had strong forces so he didn't participate under the rule. Liechtenstein at the time worried for her brother's shotgun collecting dust in his room since he didn't want to participate.
