When countries die, such as Ancient Rome, Germania, etc.. They don't get reincarnated. If they did, then the ancients would probably have their reincarnation dead by now. HOWEVER.
When countries die what happens is that they are transported into an alternate universe, where they are still alive and rule in that universe.
Of course, there might be changed and everything to the process but they will be alive there.
Some countries, get transported into the 2p world.
