Okay, to those people who don't believe that HRE is Germany....
There is a place in, I believe Italy, called The Holy See. Since HRE was Catholic, then this could be him. It's smaller than Liechtenstein and Monaco. The Holy See is actually only a 921 population. Which means, Holy Roman Empire could still be in Chibi form. Like he did in HetaOni.
However....
When in HetaOni Italy meets him, HRE grows up. And now he's Germany.
