Spain was also another another neutral country. Spain originally wanted to join the Axis. However, since they fought the Allied Forces, Spain's friendship with France grew weaker. So he became a neutral country so that nothing worse could happen. He also had a recent battle with his 2p in a Civil War and is still recovering from his wounds.
