The kidneys are controlled by the pituitary gland, in the brain.
This gland secretes many hormones, one being ADH.
ADH helps to control the water content of the blood.

This is how it works:

1) When there is NOT enough water in the blood-
The pituitary gland secretes more ADH
The ADH causes the kidneys to reabsorb more water
Very little concentrated urine is produced.

2) When there is TOO MUCH water in the blood:
The pituitary gland secretes less ADH
The kidneys reabsorb little water
A large volume of dilute urine is produced.

Remember that this is an example of a mechanism called negative feedback. This is where the water content of the blood is tried to be maintained constant.
