Universal POV:
The tv turned on and the new president, President Wilma Snow, walked to the podium. Her gray hair was curled to her shoulders and she was wearing all white.
"Good afternoon, Panem. This year is the 100th anniversary of The Hunger Games and the 4th Quarter Quell!!" She yelled and the audience cheered.
A small girl with blonde hair and a white dress walked out with a box and handed it to the president.
The President opened the box and held out the card.
"This year, as a reminder that we all depended on family during the rebellion, 24 sets of twins will be reaped, and when one twin dies, so does the other," she says, "so good luck,and may the odds be EVER in your favor."
She then walks away and the screen turns black.
