These are some headcanons I made up myself sorry if some of them do exist I probably haven't seen them, Hopefully my headcanons wont be ones you have seen before (it is what I am aiming for).
My headcanons can differ from being normal to depressing...
Russia misuses power he gains because he's not really sure how to use it for good, he has been surrounded by so many leader's that misused his power that Russia just thought that what his leader's did was what you're supposed to. So when Russia formed the USSR with new found power by taking over the countries that took his fancy and tried to form a family which he's always wanted but because of his harsh upbringing, having a self-image forced on him by his past peers by abuse and neglect that is how he treated his 'family'. When everyone left the USSR or why everyone is scared of him he never understands what he did wrong and it pains him everyday.
This is also why he is said to be 'childishly cruel'. He doesn't know what is right or what is wrong.
