Everybody thought that Grover's stress and anxiety was because of the Roman's threatening to attack Camp Half-Blood. No one thought it was because of the emotions Percy was feeling when he was in Tartarus, and that it was painful for Grover that he couldn't do anything about it.
Everybody forgot about Grover's empathy link with Percy.
