That is what George Lucas intended. He intended for Jar Jar to be the major sith Lord, but when the merchandise came out for him, everybody hated him so much. They Especially hated what they saw of him in the trailers, so, he changed it. He felt like people wouldn't like the movies if he did that so he it.
