3rd person

Director Fury is facing several large screens that each have a member if the World Security Council. His face with the same hard look on his face.
(I'm just going to have to name these people like council #1,Council #2 and so on x)

"This is out of line, Director. You're dealing with forces you can't control." one of the World security council member #1 argued.

"You ever been in a war, Councilman? In a firefight? Did you feel an overabundance of control?" Fury questioned.

"Are You saying that this Asgard has declared war on our planet?" World security council member #1 asked.

"Not Asgard. Loki." Fury corrected.

"He can't be working alone. What about the other one? His brother." World security council member #2 suggested.

"Our intelligence says, Thor is not a hostile. But he's worlds away, we can't depend on him to help. It's up to us." Director Fury said sternly.

"Which is why you should be focusing on phase 2, it was designed for exactly-" World security council member #3
1 began.

"Phase 2 isn't ready, our enemy is. We need a response team." Fury interrupted.

"The Avengers Initiative was shut down." World security council member #1 retorted.

"This isn't about The Avengers." Fury said getting frustrated.

"We're running the world's greatest covert security network and you're gonna leave the fate of human race to a handful of freaks." World security council member #1 argued.

"I'm not leaving anything to anyone. We need a response team. These people maybe isolated, unbalanced even, but I believe with the right push they can be exactly what we need." Fury explained, finally getting his point across to the members.

"You believe?" World security council member #1

"War isn't won by sentiment, Director." (World security council member #2)

"No, it's won by soldiers." Nick Fury finished.

--------------------In the gym----------------------

Somewhere in Brocklin, Steve Rogers was throwing powerful swings onto a punching bag in an almost World War 2 esque boxing gym. With evey swing, it's like a memory he's trying to fight off and destroy.

  (FLASHBACK) Captain America runs through a dark green forest dodging Bombs, gun fire and the teseract's energy firearms.

Another flash of memories comes flooding into his mind. "There's not enough time! I gotta put her in the water!" He shouts as he drives a plane downwards towards an ice cap.

Steve's rage keeps building as he punches the bag. It gets harder and stronger as the flashes appear.

(FLASHBACK) Steve places his compass with an image of Peggy Carter in front of him on the speed dials of the Hydras plane. The time is here for him to crash the plane.

In the gym, Steve closes his eyes and Goes at the bag harder.

"You won't be alone." Peggy's voice enters his head.

(FLASHBACK) The RED SKULL picks up the tesseract.

Steve opens his eyes and fuckin tears the bag as the last memory kicks in. I don't think he can physically stop
