Mrs.Mellark knew about Peeta's crush on Katniss. So, when she found Katniss around her garbage bins, she disapproved of them ever dating. Also, truthfully, inside she was afraid to lose Peeta to Katniss. Yet it all changed when she saw Katniss save Peeta in the arena. That's when she finally approved of those to being together.
