Marvel hadn't meant to kill Rue...He had been aiming for Katniss, but his aim was slightly off. He really hadn't wanted to kill the small girl from District 11 that reminded him of his little sister back home. So, secretly, he has glad when Katniss drew an arrow and released it into his heart, because there was no way he would live with the guilt of killing someone so young and innocent for the rest of his life. And when he went into the light, he saw his sweetheart who had been killed in the Hunger Games just the year before. And he was happy.
