As said in the book, it was Haymitch's idea for Peeta and Katniss to be star crossed lovers. When he saw Peeta and how he loved her, he recognized something. He had always regreted letting Maysilee leave. So, he didn't want Peeta to end up like him, so he made them stick together, as star crossed lovers.
