Anarchy

Maybe you can make something based on this:

Anarchy.

"You no longer have a king. Good luck ruling yourself."

And they tried. First, Toriel tried to rule. But nobody liked that to be honest. She was too soft. Then, the Royal Guard took over. It lasted until the third human fell and almost got past every guard. They remained in tact but only as keepers of peace, stopping some more violent rebellions from dusting too many monsters.

It's no wonder how the Underground ending up in shambles, only holding on by a small thread.

Main Characters:

Alphys: She often stays in her lab. Hotland is a terrifying place to live with all the hot-headed people. It's not the ideal living place to be honest. She does help the Royal Guard, especially Undyne, with crafting weapons, locating targets, and gathering supplies.

Asgore: Missing, nobody know where he went after he declared anarchy. Word has it he wanders around Waterfall. Or maybe he died, who knows? He's in Waterfall. Undyne helps him hide because the civilians are pretty upset about him leaving power. Asgore regrets his choice, but he feels it's too late to go back now.

Asriel/Flowey: As Flowey, he manipulates people to do all sorts of stuff. He even teaches Papyrus a thing or two. Despite what people think, he has the best intentions in mind. He just doesn't go down the right path on his journey to his destination.

Papyrus: He lives with his brother in Snowdin. He's training to be in the Royal Guard. He often helps others whenever possible. He's not oblivious to the world or stupid; he just has the right morals although he isn't a stranger to blackmail and a bit of manipulation when needed. He also knows about Asgore and has agreed to keep it a secret.

Sans: Few know Sans for some reason. He often sticks to the shadows and stays at hope whenever possible; he has to stay safe from the dangers of the Underground, and riots are pretty common in Snowdin. Despite this, he works as an informant and assassin. 500 G or two bottles of ketchup.

Toriel: She left to the Ruins. Somehow, people don't know that though? She's still upset about being a bad ruler, so she keeps the humans that fall safe from the rest of the Underground as long as possible. She doesn't hate Asgore, but he did leave the kingdom with a near-literal screw you.

Undyne: She's Captain of the Royal Guard. She keeps Asgore safe from the salty residents of the Underground who may want to dust him. She often tries to convince him to take up his role as king again. She's training Papyrus to become a Royal Guardsman despite his soft nature; he's strong and knows how to calm people though.

Side Characters:

Mettaton: He's still the only person that people watch on TV. He does all sorts of things. However, he does a lot of motivational speaking, ranting, and peace speeches.

Muffet: She travels around as a part-time mercenary. The rest of the time is spent as a baker and saleswoman. Her pastries are the absolute best, and she's quite charismatic.

Napstablook: He silently supports Mettaton from the crowd. And he sends his own music in on Mettaton's birthday every year. He helps Sans with information, too. > ; ]
