The Doctor suddenly materialized inside the High Council of Gallifrey. " WHAT IS THIS?!", questioned the Doctor, while frantically waving his activated sonic screwdriver.
"Oh, now I'm brought here. What do you Time Lords want?" panted the Doctor.
He looked around; he hadn't been here since his second incarnation. The room had changed during the eight-hundred years.
There were more guards, some exotic potted plants, a painting of a lyre, and Rassilon, the first and only up to date Lord High President.
"Doctor, we are at the verge of war with the Daleks. We need you to help us negotiate a peace treaty with the Daleks." said Romana, Lady President of Gallifrey, the Doctor's old traveling companion.
"Are you crazy? It is going to be a trap! You can't trust the Daleks!", panted the Doctor, (no one had seen him this mad since the Tardis was stranded in E-Space), "they are stupid, pitiful hunks of flesh sitting in a killing machine!"
"Oh yeah, and what about the Act Master Restitution? The peace treaty?!", added the Doctor.
"Calm down, Doctor. The Daleks can't attack us at the negotiation, because both sides must obey the Ancient Laws forbidding any side to attack during a peace conference. You have met with the Daleks on numerous occasions, and you were even sent back to Skaro to try to revert their creation! You know their strengths and weaknesses. We need your help."
"And the Act broke when the Master escaped from the Daleks, aggravating them. We didn't get any peace treaties since."
"I'm sorry for my rude actions-but I will only negotiate. I am the Doctor, and I will not fight.", apologized the Doctor.
"Alright, the plan is set. Doctor, we will disguise you at the conference so the Daleks will not be aggravated.", Romana said mainly to the Doctor and the ministers, "they absolutely hate you."
Romana turned back to the holographic table displaying a three dimensional image of the galaxy, and dismissed the Doctor. While his Tardis was dematerializing, Romana selected the perfect point of negotiation--the Heart of Scorpious.
It indeed was the perfect location--the Daleks could not start a war there due to the Ancient Laws, or so she thought...
