There's always someone who's always 'busy'. They can't hang out ever because they've got a thing this weekend, or a dentist's appointment even though they had one last week. In fact, they have an excuse not to hang out with you whenever you ask to see them. Maybe they are always busy, and life moves too fast for them to catch up, or maybe they just don't want to spend time with you.
Unfortunately, the second idea is the more probable answer. But hey, it's not usually you that's the problem. The 'Busy' One tends to not like any social contact if it can be helped, and prefers to spend time alone. They seem to like their own company more than the company of others.
