In the United States congress, a stirring speech by Wisconsin Representative Henry Cooper, which included a translation of Rizal's last poem and the question, "Under what clime or what skies has tyranny claimed a nobler victim?" helps pass the Philippine Organic Act, which paves the way for the creation of the Philippine legislature, the appointment of two Filipino delegates to the US Congress, extension of the US Bill of Rights to the Filipinos, and ultimately, several years later, Philippine independence of 1946.
