Two people every two thousand years are born with the ability to control fire or water. But once you reach the age of 16 you start turning into your element. There is an antidote that only the Dragron of Ice's scale can make. However this powerfull Dragon of Ice is not so easily found and no one has ever seen him and lived to tell the tale. The only known way to defeat him is for fire and water to work together.
