This is a cute ship. I ship them about more than half romantically and just about half friends.
They would make a cute couple. Steven had promised that he will help her, that she will be healed. In fact, in "Monster Reunion," she was his first kiss. Here's proof:

And his promise on healing her happened. In Change Your Mind, when she and everyone else were healed (when the new version of We Are The Crystal Gems was being sung), you can see that Steven swam over to the Nephrites saying "welcome back!"
Oh my goodness I love their friendship. And again, I do ship them both romantically and ship them as friends.
